What the law asks of the Responsible Person.

The Regulatory Reform (Fire Safety) Order 2005 applies to the common parts of a building containing two or more flats. The Fire Safety Act 2021 confirmed that this includes the structure, the external walls and the flat entrance doors.

The Fire Safety (England) Regulations 2022 add duties that depend on height. Every block with two or more flats must give residents fire safety and fire door information. Above 11 metres, communal fire doors are checked every three months and flat entrance doors every year. High-rise buildings carry further duties, including a secure information box, wayfinding signage and information for the Fire and Rescue Service.

The guidance we work to

PAS 79-2:2020, the Local Government Association guide Fire safety in purpose-built blocks of flats, and the Fire Safety (England) Regulations 2022.

Every assessment follows PAS 79, is carried out on site by a registered fire risk assessor, and sets out each action with a priority and a timescale.

Which type of fire risk assessment do we need?

Most blocks need a Type 1 assessment of the common parts, which is non-destructive. A Type 3 or Type 4 assessment, which looks inside flats or opens up construction, is recommended only where there is a reason to suspect a problem, and we will say so if we think it is needed.

Do you inspect inside the flats?

Not in a standard assessment. We inspect the flat entrance doors from the common parts, and where access to a sample of flats is needed we will explain why and agree it with you first.
